Assignment Title: Wasco Financial and Technical Data Improvement

The Kingdom of Lesotho has received financing from the World Bank toward the cost of the Lesotho Lowlands Water Development Project II, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include the consultancy to facilitate the implementation of the Disbursement Linked Indicators (DLIs) that will incentivize WASCO to:
(a) Improve the quality of its technical data and thus improve management decision making and the regulatory interface with the regulatory agency, LEWA;
(b) Improve the quality of its financial data for improved management decision making, LEWA interface, and better statutory financial reporting; and
(c) Deliver improved technical and financial performance against annual targets set by LEWA

The Ministry of Water now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: The Firm (or consortium of Firms) should have demonstrated expertise in carrying out operational, management and financial consultancies and studies across a wide spectrum of corporates. Experience in consulting for utility
companies (especially water) in developing countries would be a key consideration. Specifically, the following are a requirement:
1. Experience providing technical assistance to water utilities in the developing world for at least two similar assignments in the last ten years
2. Experience in the carrying of out of financial and management audit of large firms including technical assistance in the field of financial management in the last ten years
3. Ability to translate strategic thinking and innovative ideas into practical operational recommendations. Key Experts will not be evaluated at the shortlisting stage
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 Revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: paragraph 3.17 of the Procurement Regulations.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the (Quality and Cost Based Selection) (QCBS) method set out in the Procurement Regulations.
