The Kingdom of Lesotho has received financing from the World Bank towards the cost of the Lesotho Lowlands Water Development Project Phase II (LLWDP-II) and intends to apply part of the proceeds towards payments under the contract for the Supply, Delivery, Installation, Training and Commissioning of Data Loggers for The Department of Water Affairs.   For this contract, the Borrower shall process payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for payments, which the contract provides to be made through letter of credit.

The Ministry of Water now invites sealed bids from eligible bidders for the Supply, Delivery, Installation, Training and Commissioning of Data Loggers for The Department of Water Affairs.

Bidding will be conducted through an International Competitive Procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers – Procurement in Investment Projects Financing” Goods, Works, Non-Consulting and Consulting Services July 2016 Revised November 2017 and August 2018 and November 2021 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

Interested eligible bidders may obtain further information from LLWDP-II. Request for Bids Documents will be available from Friday October 14, 2022; contact Procurement e-mail: [email protected] and inspect the bidding documents during office hours – i.e., 09:00 to 16:00 hours at the address given below.

Bids must be delivered to the address below on or before 11:00am Lesotho time on Thursday November 24, 2022. Electronic Bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below on Thursday November 24, 2022, at 11:00am Lesotho time.

All bids must be accompanied by a Bid Security of LSL160,000.00 (One Hundred and Sixty Thousand Lesotho Loti) or its equivalent amount in a freely convertible currency, in a form of a Bank Guarantee.
